Customs Revolution: Digital Carnets Replace Paperwork Across Europe 9

The world of customs and international shipping has launched an unprecedented revolution. As of June 1, 2026, the European Union, alongside the United Kingdom, Switzerland, and Norway, has officially activated the operational phase of the e-ATA Carnet, the digital passport for the temporary admission of goods. This transition simultaneously involves 30 European nations, marking the first concrete step toward the complete elimination of traditional paper forms and physical stamps, which the World Customs Organization (WCO) plans to phase out entirely by January 2028.

The new digital system is designed to streamline border checks using the official “ATA Carnet” application developed by the International Chamber of Commerce (ICC). Once the online document is approved by the issuing Chamber of Commerce, the operator receives a PIN and a unique QR code via email, replacing the entire paper booklet. Upon arriving at a customs checkpoint, the exporter simply presents the QR code directly from a smartphone or PC, allowing customs officers to scan the data and complete the electronic validation in real time.

During this initial transitional phase, the digital format will coexist with the traditional paper document to ensure maximum operational continuity and to manage mixed itineraries that include non-participating countries. The digitalization of the ATA Carnet represents a massive strategic advantage for transporting goods destined for trade fairs, exhibitions, and professional equipment. Transmitting pre-arrival data to customs authorities will drastically cut waiting times at border crossings, enable real-time shipment tracking, and significantly lower administrative costs.
